Officials say flooding threat looms across state; Governor adds a positive spin

Here’s the Associated Press write-up on the looming flood threat for Montana. The story includes statements from Gov. Brian Schweitzer putting a somewhat positive spin on the matter . . .

More flood threats loom for Montana as an already-deep mountain snowpack increases and a cool spring brings more moisture.

River basins in the mountains are nearly double their average snowpack levels, and eastern Montana has already dealt with some rivers and flooding in places. The National Weather Service said flood threats could persist into early July due to the cool weather.

“It is going to be a big flood year,” said Gina Loss, a hydrologist with the National Weather Service. “There is not any part of the state void of any chance of flooding.”

Legislation, more agreements still needed to ensure protection of Flathead region

This well-written, well-researched article by Rob Chaney of the Missoulian is recommended reading for anyone interested in the challenges still to come in protecting the Trans-boundary Flathead . . .

Now that the trans-boundary conference calls and Washington, D.C., hand-shaking sessions are over, a lot remains to finish in protecting the Flathead River between British Columbia and Montana.

Gov. Brian Schweitzer’s Valentine’s Day announcement that two conservation groups were providing $9.4 million to buy out mining claims on the Canadian side of the Flathead didn’t include all the details of the deal. One significant omission was that while the U.S.-based Nature Conservancy is raising its half of the money through private donations, the Nature Conservancy of Canada is dipping into a $225 million Canadian government fund for its contribution.

Schweitzer: Montana will kill wolves that prey on elk, livestock

Defying federal authority over gray wolves in his state, Montana Gov. Brian Schweitzer on Wednesday encouraged livestock owners to kill wolves that attack their animals – even in areas where that is not currently allowed – and said the state will start killing off packs that hurt elk herds.

Schweitzer said he no longer is willing to wait for federal officials to resolve the tangle of lawsuits over wolves, which has kept the animals on the endangered species list for a decade since recovery goals were first met.

Gov. Schweitzer announces, praises deal to reimburse mining companies for North Fork protection

Montana Gov. Brian Schweitzer made the formal announcement in Kalispell yesterday of the commitment by The Nature Conservancy and Nature Conservancy Canada to provide funds to retire oil and gas leases in the Canadian Flathead.

Flathead Beacon: Nature Conservancy to Reimburse Mining Companies for North Fork Protection

Mining companies with operations in the Canadian portions of the Flathead River Basin will be compensated for their investments by two conservation groups to protect the area around Glacier National Park, according to Montana Gov. Brian Schweitzer, who made the announcement in Kalispell Monday. The payment will seal a deal cut between Schweitzer and British Columbia Premier Gordon Campbell one year ago in a Memorandum of Understanding (MOU) to protect the Flathead watershed and Glacier National Park.

Daily Inter Lake: Money found to seal N.F. mine deals

Another chapter is unfolding in the running effort to ban mining in the Canadian headwaters of the Flathead River: Montana Gov. Brian Schweitzer announced a deal Monday that will compensate two mining companies for investments they already have made in the drainage.

The Nature Conservancy of Canada and the Nature Conservancy of Montana have agreed to split the costs of compensating the Cline Mining Co. and Max Resource group for about $10 million in “sunk costs,” Schweitzer told reporters at Flathead Valley Community College.

Partnering to protect the Transboundary Flathead watershed

Dave Hadden, director of Headwaters Montana, Robin Steinkraus, executive director of the Flathead Lakers and Will Hammerquist, program manager for the National Parks Conservation Association’s Glacier Field Office have a nice commentary piece in today’s Flathead Beacon . . .

Here in Montana, August brings us the county fair and farm harvests. And this year we also celebrate a harvest of victories for Glacier National Park, the North Fork Flathead River and Flathead Lake. In addition to commemorating Glacier’s first 100 years, citizens from across the Montana-British Columbia border, Gov. Brian Schweitzer, B.C. Premier Gordon Campbell and Sens. Max Baucus and Jon Tester did yeoman’s work to protect this special place.

B.C. Premier expects to know mining costs soon on North Fork deal

From today’s Flathead Beacon . . .

Accepting the Flathead Lakers’ 2010 Stewardship Award for signing an agreement with British Columbia protecting the North Fork from mining and drilling, Gov. Brian Schweitzer gave much of the credit to his counterpart in the negotiations: Premier Gordon Campbell.

Describing the fragile talks, held secretly in Spokane, Schweitzer emphasized that – from mining royalties to political capital – it was Campbell who had the most at stake.

Dave Hadden, Executive Director of Headwaters Montana, had a letter to the editor published in today’s Flathead Beacon . . .

The North Fork of the Flathead River (a.k.a. the Transboundary Flathead) continues to play in the news of late. The news media report that Gov. Brian Schweitzer and Sens. Max Baucus and Jon Tester are at odds over how to best protect our river, Glacier Park and Flathead Lake from upstream industrial activity. While a bit confusing to the reader, we think it’s important to keep the North Fork in the news for one simple reason: Our fabulous North Fork ain’t protected yet.

Flathead Lakers recognize Gov. Schweitzer for North Fork agreement with Canada

The Flathead Lakers recognized Governor Brian Schweitzer for his efforts to protect the Flathead.  They gave Schweitzer an award for his agreement with British Columbia Premier Gordon Campbell.

The agreement between Montana and British Columbia halts mining in the Canadian portion of the North Fork drainage.  Schweitzer praised the Premier saying Canada gave up more than seven billion dollars in possible royalties.  On Thursday night, the Flathead Lakers gave both the Premier and the Govenor the Stewardship Award. (The Premier was unable to attend.)

Flathead Lakers to present Stewardship Award to Gov. Schweitzer and BC Premier Campbell

From today’s Daily Inter Lake . . .

The Flathead Lakers will present their annual Stewardship Award to Montana Gov. Brian Schweitzer and British Columbia Premier Gordon Campbell at their annual meeting on July 15.

The award will recognize the landmark agreement the two leaders signed in February banning mining and oil-and-gas development in the North Fork Flathead watershed, headwaters to Flathead Lake.

Head-butting over differences on North Fork protection

Wow! This is getting interesting, if not downright entertaining. Gov. Schweitzer and Sens. Baucus and Tester are really starting to butt heads over implementation of the memorandum of understanding Schweitzer negotiated with British Columbia Premier Gordon Campbell regarding protection of the trans-boundary Flathead. Today’s Flathead Beacon has a good write-up on the issue . . .

Despite a common goal of securing permanent environmental protection for the North Fork of the Flathead River, Montana’s governor and senators don’t appear to be on the same page. The differences between the positions of Gov. Brian Schweitzer and Sens. Max Baucus and Jon Tester extend from the binding strength of the memorandum of understanding between Montana and British Columbia to the necessity of an international treaty to protect the transboundary Flathead region. And these policy differences are becoming increasingly glaring.
